ADMINISTRATIVE SETUP
HEAD QUARTER LEVEL
Director of Public Instruction (EE) Punjab is the Head of Department at Headquarter level. He is assisted by a team of One Administrative Officer (P.C.S Cadre), Two Deputy Directors, One Deputy Controller (Finance & Accounts) and Three Assistant Directors.
The task of Administrative Officer is to look after the general administration of the Punjab Education Department at Directorate and district levels and all service matters of Ministerial Cadre employees are being dealt by him.
The Deputy Director (Estt.) is assisted by two Assistant Directors to look after the service matters including posting and transfers of all teachers of Government Primary Schools. The Deputy Director(Policy) looks after the work of implementation of plan schemes, Public Accounts Committees, Budget Estimates Committees, School Buildings, Stipend to SC/ST students, Mid-Day-Meal, Centrally Sponsored schemes, opening of new primary schools and their upgradation upto Middle level etc. He is assisted by one Assistant Director.
Deputy Controller (Finance and Accounts) assisted by one Section officer looks after the work relating to Budget, Pension, Audit objections, grant-in-aid of privately managed schools and all financial matters etc.
At Headquarter level two posts of Superintendents (Grade-1) and One Superintendent (Grade-2) are looking after the work of 5 Branches namely Two Establishment Branches, One Services Branch, One Budget Branch, and One Record-cum-Dispatch Branch. They are assisted by 18 Assistants, 22 Clerks, 4 Stenos, 11 Peons, 2 Drivers, 1Machineman and 1 Daftri working under them.
DISTRICT LEVEL
At the District level, District Education Officer (Ele. Edu.) is the Head of Office and 14 Districts of the State are provided with the posts of District Education Officer (E.E) whereas in the remaining 3 Districts namely Moga, Muktsar and Nawanshahr, the Deputy District Education Officer’s (Elementary) are officiating as District Education Officer (Elementary). All Districts have been provided with the posts of Deputy District Education Officers (Primary) to help them in the running of Administration and Inspection work of Primary Schools to ensure the implementation of Compulsory Education Act, 1960 in letter and spirit, a post of Block Primary Education Officer (Compulsory Education) (Head quarter) is sanctioned in 12 Districts of the State at the District level. Apart from this 216 posts of Block Primary Education Officers are sanctioned to strengthen the implementation of Inspection of 12972 Govt. Primary schools including the Branch Schools at the Block Level.
At District level to assist the District Education Officers (Elementary) 17 posts of Superintendents, 90 posts of Senior Assistants, 343 posts of Junior assistants/ Clerks, 4 stenos and 413 class-four employees are working. Out of 17 Districts of the State, 14 District Education Officers (Elementary) have been provided with one Government Gypsy to carry out the inspections of Primary Schools.
BLOCK LEVEL
There are 216 Educational Blocks having one post of Block Primary Education Officer (BPEO’s) in each block. In addition to this 12 posts of Block Primary Eduaction Officers (BPEO’s) (Compulsory Education) in the Districts namely Amritsar, Bathinda, Faridkot, Ferozepur, Gurdaspur, Hoshiarpur, Jalandhar, Kapurthala, Ludhiana, Patiala, Ropar and Sangrur have been provided. At the Block level Block Primary Education Officer is the Head of Office who is the Drawing & Disbursing Officer of the Government Primary Schools working under his control. He is also responsible for the Inspections and Supervision of Govt. Primary Schools falling under his jurisdiction.
To assist the Block Primary Education Officer there is a post of Clerk in each Block Primary Education Office who helps the Block Primary Education Officers (BPEO’s) in drawing the salaries of teachers falling under their jurisdiction as well as the maintenance of their Service record etc.
There are 12972 Govt. Elementary Schools (including the branch schools) functioning in the State and 1364018 students are getting education in these Govt. Primary Schools. There are 38558 posts of JBT Teachers, 8134 posts of Head Teachers and 1499 posts of Center Head Teachers sanctioned by the Government to impact education to children of primary classes of these schools as on 28-2-2003. Out of these posts 23000 JBT Teachers are working, the remaining being vacant as on 1-2-2006. Similarly out of 8134 posts of Head Teachers, 4658 posts are filled up, and out of 1499 posts of Center Head Teachers, 829 posts of Centre Head Teachers are filled up as on 1-2-2006, the remaining being vacant.
Out of 12972 Govt. Primary Schools (including Branch Schools) 4028 Teacherless, Single Teacher and some of the Two Teachers Schools have been transferred to Panchayati Raj Institutions by the State Govt. Apart from this 863 Govt. Primary Schools/Branch Schools with 1822 ETT Teachers working on contractual basis under SSA have also been transferred to Panchayati Raj Institutions(PRIs).
